Resolutions, Ordinances, or Other Climate Legislation
This assessment is based on four pieces of legislation. La Crosse, Wisconsin has adopted multiple resolutions to advance climate action: Resolution 1356 proposes a revenue-neutral carbon fee on fossil fuels to reduce emissions and transition to low-carbon energy, with collected fees returned equally to households; a contract authorization leverages federal tax credits under the Inflation Reduction Act to fund solar installations and support Climate Action Plan implementation; Resolution 559 established a Climate Action Plan Steering Committee to develop comprehensive climate goals and public engagement strategies; and Resolution 977 declares a climate emergency and commits the city to carbon neutrality by 2050 while prioritizing protections for vulnerable populations. Together, these resolutions represent the city’s multi-faceted approach combining emissions reduction, renewable energy development, institutional restructuring, and equity-focused climate planning.
