Resolutions, Ordinances, or Other Climate Legislation

This assessment is based on one piece of legislation. Rock County Board of Supervisors passed Resolution 20-7A-045 in March 2020, urging the U.S. Congress to adopt federal carbon fee and dividend legislation to address climate change. The resolution documents local climate impacts, including warming temperatures, increased precipitation, and flooding events that threaten county infrastructure, agriculture, tourism, and ecosystems. A carbon fee and dividend approach charges fossil fuel companies for emissions while returning collected revenue to residents, and the Board cited support from thousands of economists and approximately 70% of surveyed county residents for this policy approach. The resolution represents the county’s formal position that this type of legislation is an effective and economically sound method to reduce greenhouse gas emissions.
