Resolutions, Ordinances, or Other Climate Legislation
This assessment is based on 2 resolutions adopted by the City of Tucson. In December 2017, the city passed a resolution endorsing a national carbon fee and dividend program, which would charge fees on fossil fuels at the point of production or import and return all revenues to households to protect lower-income families. In September 2020, Tucson adopted a second resolution committing to carbon neutrality by 2030 through multiple strategies including transitioning to 100% renewable energy, converting municipal vehicles and public transit to electric power, diverting 50% of waste from landfills, expanding tree planting and green infrastructure, and improving transportation options. The 2020 resolution also directs city departments to update emissions inventories and establish reduction targets while prioritizing support for communities most affected by climate impacts and ensuring fair job creation opportunities.

Reports & Planning Documents
This overview is based on one climate action and adaptation plan from the City of Tucson. The plan targets municipal carbon neutrality by 2030 and community-wide neutrality by 2045 through 123 actions across five areas: climate governance, energy, transportation, resource management, and community resilience. Key initiatives include extreme heat mitigation through urban greening and the Million Trees Initiative, solar energy expansion (30 MW capacity), transit network improvements, waste diversion goals (50% by 2030, zero waste by 2050), water resource management, and establishing resilience hubs. Progress tracking occurs through monthly updates and biennial reports via a Climate Action Hub dashboard.
