Resolutions, Ordinances, or Other Climate Legislation
This assessment is based on two pieces of legislation. Washtenaw County adopted a resolution in 2019 declaring a climate emergency and committing to zero greenhouse gas emissions by 2035 through actions like transitioning to renewable energy, protecting workers in affected industries, and ensuring vulnerable communities benefit from these changes. The county also passed a resolution supporting a proposed federal carbon fee policy that would charge businesses for emissions while returning the revenue equally to all American households as monthly payments. Together, these resolutions address emissions reduction through both local action and support for national climate policy, with emphasis on protecting low-income residents and workers during the energy transition.

Reports & Planning Documents
This overview is based on three planning and implementation documents from Washtenaw County, Michigan. The county issued a request for consulting services to develop a Community and Organizational Climate Action Plan targeting carbon neutrality by 2030 (organizational) and 2035 (community-wide). The Resiliency Office’s first-year progress report highlights completed initiatives including a zero-emissions building guide, a 45-organization Climate Resilience Network, transportation infrastructure improvements, solar assessments at county facilities, electric vehicle charging expansion, establishment of a resilience hub, and a food waste diversion pilot program serving 88 households.
