Resolutions, Ordinances, or Other Climate Legislation

This assessment is based on 2 pieces of legislation. San Bernardino County adopted two resolutions to guide renewable energy development and conservation. Resolution 2017-167 (August 2017) established a Renewable Energy and Conservation Element within the County General Plan, funded by $1.1 million in state grants, to support California’s goal of 50% renewable electricity by 2030 while reducing greenhouse gas emissions and improving air quality. Resolution 2019-17 (February 2019) amended this element by restricting large renewable energy projects in rural areas to preserve community character, expanding eligible sites for renewable energy on previously disturbed lands and public property, and directing the county to collaborate with utilities and state agencies on renewable energy development. Together, these resolutions create a framework balancing renewable energy expansion with community protection and environmental stewardship.

This overview is based on one climate vulnerability assessment from San Bernardino County examining exposure to eight climate hazards including extreme heat, wildfire, drought, and flooding through 2050. The assessment projects significant increases in extreme heat days (27-50 additional days annually) and wildfire activity, with mountain areas potentially experiencing up to 61 hectares burned yearly by mid-century. Seven priority sectors are identified for adaptation strategies: disadvantaged communities, weather-resilient development, transportation infrastructure, electricity resources, water resources, natural resources and agriculture, and plan maintenance, with findings intended for integration into county planning frameworks.
